Your race will begin the game with approximately 1,000 Basic Universal Resource Points, or BURPs. For every point spent on extra BURPs, you receive an extra 20 BURPs. This is a good way to get rid of any extra race creation points you have left over at the end of designing your race. It can also be a good idea to start with a lot of these, giving a huge edge at the beginning of the game.
There is a limit of 1,000 on the maximum number of extra BURPs any race may start with (resulting in a maximum starting total of approximately 2,000 BURPs). Note that humans get BURPs for half cost, so for example if they spend 10 points on BURPs they will get 400 extra, whereas other races would only get 200 for 10 points. Humans are still limited to only 1,000 extra BURPs, but they can get them with half as many points.
In this program, allocation of points to BURPs is automatic. Any unspent points are put towards buying BURPs, up to the 1,000 BURP maximum. If you don't want to start with that many extra BURPs, simply spend the points elsewhere, and the number of BURPs will be reduced automatically.
If you are a Xenophobe, one strategy is to start with a weak but wealthy and technologically advanced race. Use your wealth to buy a huge war fleet and conquer someone else early on. You will then have their race and world to produce wealth for you.
